About This Course

This course explains why local content matters economically and how value is retained in the national economy. Across five units you will explore local spend and value retention, jobs, skills, suppliers and local production, and economic resilience and diversification, before preparing for the LC-PF-03 face-to-face workshop.

The course contains 26 interactive activities and 26 assessment items, with six worksheets that produce the artefacts you bring to the workshop. Delivered as five SCORM units to be taken in order.

Requirements

No prior Local Content qualification is needed — the course starts from first principles
About 150 minutes in total; the five units are 20–35 minutes each and can be taken in separate sittings
Take the units in order — each one refers back to the one before it
A current browser: Chrome, Edge, Firefox or Safari. No plug-ins and nothing to install
Working English — this edition is English only
Have a contract, tender or supplier decision you know well to hand; three worksheets ask you to apply the material to real work

How long does the course take?
About 150 minutes in total. Unit 1 is 20 minutes, Units 2 and 3 are 35 minutes each, and Units 4 and 5 are 30 minutes each. You do not have to do it in one sitting.
Can I stop part-way through a unit and come back?
Yes. When you return, the unit restores the screen you reached, every interaction you completed, your answers and everything you typed into the worksheets.
What is the pass mark?
80%. Each unit with a knowledge check reports passed at 80% or above and failed below it. Your score is recorded the moment you earn it, not when you close the window.
Do I have to take the units in order?
Yes, in practice. Nothing blocks you technically, but each unit builds on the one before and the worksheets carry forward.
What are the worksheets for?
The six worksheets produce the artefacts you bring to the LC-PF-03 face-to-face workshop: the spend-retention map, the outcome-chain builder, the capability reflection, the value decision memo and the preparation sheet. Each worksheet screen has a Print button — print or save to PDF before you attend, because the answers live inside your attempt.
Can I take it on a phone or tablet?
Yes. The units work on desktop, tablet and phone, need no plug-ins, and are fully keyboard operable. Sorting uses click-to-select rather than dragging, so it works on touch screens.
The Next button will not let me move on.
That is intended. A screen with an activity stays locked until the activity is finished. The footer tells you what is still outstanding.
Do I get a certificate?
Yes, once you have completed the whole course. Completion is recorded by the units themselves against the 80% pass mark, so the certificate reflects what you actually did.

Unit 1 asks you to move from “Local Content is required” to “Local Content creates value”. This task makes you commit that in writing, in your own words, about your own work.

  1. In one sentence, explain why Local Content matters economically in your sector. Avoid compliance language — aim for the value logic.
  2. Name one decision in your own function that can influence local value retention, and explain how it does so. Be specific: a decision you or your team actually make.
  3. Give one example from your organisation of an action that was compliant, actioned and evidenced but changed nothing — and say what would have made it create value.

How it is marked (100)



  • 40 — economic value logic rather than compliance language
  • 30 — specificity: a real decision, a real example
  • 30 — the compliance-versus-consequence distinction is understood

  1. The example — the contract, spend category, supplier decision or workforce-development example you are working from, and why you chose it.
  2. Where value is retained — local suppliers, Omani jobs, local services, local production.
  3. Where value may leak — imported, offshore, pass-through or unsupported capability areas, tested against the five leakage signals.
  4. One improvement idea — one realistic way to improve local value retention, carried through as a complete outcome chain: activity, output, value outcome, evidence.
  5. One question for the workshop — the thing you most want to resolve with the group.

How it is marked (100)



  • 20 — one real example, carried consistently through all five parts
  • 20 — retention and leakage identified with reasons, using the diagnostic signals rather than impressions
  • 30 — the improvement is realistic, and the outcome chain reaches a genuine value outcome rather than stopping at an output
  • 20 — the evidence named could be verified by someone who was not there
  • 10 — a specific, answerable question for the workshop
